CNIC is for Pakistanis living in Pakistan. NICOP is for Pakistanis living abroad. That much every comparison gets right. Most of them then repeat a claim that is simply not true, that a CNIC lasts a lifetime while a NICOP expires after ten years. NADRA’s own validity schedule gives both cards ten years. This page sets the two side by side on the things that actually decide which one you need: legal rights, cost, waiting time, and what happens when your circumstances change.
The short answer
If you live in Pakistan, you need a CNIC, and it is mandatory from age 18. If you live abroad or hold dual nationality, you need a NICOP, and it is what gets you into Pakistan without a visa. You are not choosing between two products. Your residence chooses for you. The genuinely open question is what to do when you move, and NADRA answers that one directly further down.

No, a CNIC is not “lifetime”
This is the most repeated error in NICOP versus CNIC comparisons, and it matters because it makes people think their card never expires. NADRA’s published validity schedule lists “CNIC, Smart CNIC / NICOP for Adults” together, at ten years. One row, both cards, same number.
Lifetime validity exists, but it is a separate concession for older citizens rather than a property of the CNIC. A NADRA official quoted in the press stated that citizens aged 65 and above are exempt from renewal and their cards are declared valid for life, and that a CNIC renewed after age 56 is issued with lifetime validity. Treat that as long-standing practice rather than a current published rule: the statement dates from 2011 and NADRA’s website today does not restate it on the CNIC page, the fee page or its FAQ. If you are near either age, confirm at a registration centre before assuming you never have to renew.
A separate figure of 60 circulates widely and is not current policy. It comes from a private member’s bill introduced in the National Assembly on 13 January 2026, which has not been enacted, and which deals with a different question entirely: barring NADRA from refusing to renew a card because the holder cannot produce proof of residence in Pakistan before 1978.
Children are the other exception. A Smart NICOP issued to a minor under 14 runs for ten years or until they turn 18, whichever comes first, so a card issued to a young child can expire years early.

The rights column is where the two cards are most alike and where most comparisons imply a difference that does not exist. A NICOP holder remains a Pakistani citizen under the Pakistan Citizenship Act 1951 with the full entitlements of citizenship, voting included. The card records where you live, it does not downgrade your status. The Pakistan Origin Card is the one that genuinely differs, because its holders are foreign nationals and cannot vote.

Two things stand out. A first non-smart CNIC is free on Normal processing, which is the cheapest identity document NADRA issues. And the non-smart CNIC is the fastest, at 15 days against 31 for every chip card including NICOP.
If you are applying for a NICOP from abroad, the fee above is not what your mission will bill you. Can you hold both, and what happens when you move
NADRA answers this one plainly in its own NICOP FAQ. Asked whether a NICOP holder who returns to Pakistan permanently needs a CNIC, it says holders may continue using their NICOP inside Pakistan, but may also apply for a CNIC if required.
So returning home does not invalidate your NICOP and does not force an immediate CNIC application. In practice you will want a CNIC if a bank, employer, university or government office insists on one, and many do by habit. Nothing stops you holding both.
Situations that settle it for you
- Your Pakistani passport has expired. This does not block a NICOP. NADRA states a NICOP can still be processed if the applicant holds an expired passport.
- Your child was born abroad. The child’s NICOP can be processed at a NADRA Registration Centre abroad, at a Pakistani mission, or through the PakID app, using an S1 form or a detailed birth certificate.
- Your foreign passport spells your name differently. NADRA allows the record to be corrected during NICOP processing, on submission of the relevant documents. You do not need a separate correction first.
- You lost your NICOP abroad. Apply for reissuance at any NADRA Registration Centre abroad, a Pakistani mission, or through the PakID app.
- You are applying for a minor. A parent or sibling must be present at a registration centre. Alternatively the application can go through the PakID app of a parent or sibling.
Mistakes worth avoiding
- Believing your CNIC never expires. Ten years, unless you qualify for the senior citizen concession. An expired card blocks banking and travel.
- Assuming a NICOP is a lesser card. It carries the same citizenship and the same vote.
- Applying for a CNIC while living abroad. A NICOP is the correct document, and it is what gives you visa-free entry.
- Waiting to renew a Pakistani passport before applying for NICOP. An expired passport is accepted.
- Confusing NICOP with POC. POC is for foreign nationals of Pakistani origin. It does not carry citizenship or a vote.
- Expecting a Teslin NICOP. NADRA no longer issues them to new applicants. You will get a Smart NICOP or a QR-code NICOP.

Is a CNIC valid for life?
No, and this is the most common error in NICOP versus CNIC comparisons. NADRA’s published validity schedule lists CNIC, Smart CNIC and NICOP for adults on one row at ten years. Lifetime validity is a separate concession for older citizens, not a property of the CNIC. A NADRA official stated in 2011 that citizens aged 65 and above are exempt from renewal and that a card renewed after age 56 carries lifetime validity, but NADRA’s current website does not restate this, so confirm at a registration centre rather than assuming.

Can I apply for a NICOP if my Pakistani passport has expired?
Yes. NADRA states directly that a NICOP can still be processed if the applicant holds an expired passport. There is no need to renew the passport first, which is a common and costly misunderstanding.
My foreign passport spells my name differently from my NADRA record. Is that a problem?
It is fixable during the application. NADRA states the applicant can process a correction of the name in the NADRA record on submission of the relevant documents while the NICOP is being processed. You do not need to complete a separate correction beforehand.
What is the difference between NICOP and POC?
A NICOP holder is a Pakistani citizen living abroad, with the right to vote and hold a Pakistani passport. A POC holder is a foreign national of Pakistani origin, is not a Pakistani citizen, cannot vote, and cannot obtain a Pakistani passport. Both give visa-free entry to Pakistan.
How long is a child’s NICOP valid?
For a minor under 14, a Smart NICOP runs for ten years or until the child turns 18, whichever comes first, so a card issued to a young child can expire well before ten years. From age 14 the card runs the full ten years.
