NADRA
Last Updated: October 2026
Most people renew a NICOP because a trip is coming up, which makes one question more urgent than all the others: will it arrive in time. This page answers that first. It also covers something no other renewal guide mentions, a legal deadline in NADRA’s own rules that gives you one month after expiry to apply, and the fact that renewal needs far fewer documents than a first application.
Will it arrive before your flight?
| Priority | NADRA processing | What missions quote, door to door | Plan for |
|---|---|---|---|
| Normal Most common | 31 days | 06 weeks | At least 2 months before travel |
| Urgent | 23 days | 04 weeks | At least 6 weeks |
| Executive | 09 days | 02 weeks | At least 3 weeks |
The two columns measure different things, which is why guides disagree. NADRA’s figure counts processing only and starts after your biometrics are captured and your fee clears. The mission figure runs end to end and includes courier delivery. The London High Commission, and the consulates in Toronto and Los Angeles, all quote the same six, four and two weeks.
One caveat that matters more than the priority you pay for. London states its quoted times apply only to applications submitted through a NADRA Registration Centre. A manual form-based application, or one taken during a Mobile Registration Team visit, runs roughly six to eight weeks regardless of tier. Paying for Executive does not rescue a manual application.
If your card has already expired and travel is imminent, read our guide to travelling to Pakistan with an expired NICOP. Since 15 July 2026 airlines have been told to refuse boarding to anyone on a foreign passport whose NICOP is expired unless they hold a Pakistani visa, and the government spokesperson named a valid Pakistani passport as the other accepted document.
The deadline nobody mentions
NADRA quotes Rule 12 of the NADRA (NIC) Rules 2002 directly on its renewal page: a citizen shall at any time, but not later than one month after the date of expiry or early termination of the validity period, apply for renewal of their card.
Two things follow. There is no such thing as renewing too early, so the common advice to wait until you are close to expiry has no basis in the rules. And there is a stated obligation to apply within one month of expiry, which no renewal guide currently mentions. Advice to “start three months before expiry” is sensible planning, not a rule, and it is worth separating the two.
Renewal needs far less than a first application
This is the pleasant surprise. NADRA’s published requirements for a NICOP renewal are short:
- Your NICOP number.
- A Pakistani or foreign passport, a residence permit, or a travel document. Non-residents may instead provide Undertaking “A” attested by a Pakistan Embassy or Mission, under clauses (d) and (e) of Rule 8(4).
That is the published list. You are not asked to reassemble the detailed birth certificate, parents’ cards and family records a first-time application requires, because NADRA already holds your record. If a mission asks for more, that is its own requirement rather than NADRA’s, and it is reasonable to ask which.
Your Pakistani passport being expired is not an obstacle either. NADRA states plainly that a NICOP can still be processed where the applicant holds an expired passport, so there is no need to renew the passport first.
What it costs
| Zone | Normal | Urgent | Executive |
|---|---|---|---|
| Zone A (USA and Europe) | USD 39 | USD 57 | USD 75 |
| Zone B (Middle East and Africa) | USD 20 | USD 30 | USD 40 |
Renewal costs exactly the same as a new card. NADRA prices new, renewal, modification and duplicate identically, so there is no discounted renewal rate and no saving in waiting. Your mission will bill more than this because overseas delivery is charged on top, and NADRA publishes that as varying from country to country rather than as a fixed figure. The full breakdown is in our guide to NICOP fees and processing time.
Renewing through the PakID app
NADRA’s own steps are: download the PakID app, create an account or sign in, select “Renew NICOP”, fill in your details, upload the documents, visit a NADRA Registration Centre if required, then track the application in the app.
Read that sixth step carefully. Several guides state that renewal is entirely online and that you never need to attend a consulate. NADRA does not say that. It says biometric verification and photograph may require a visit to a registration centre. Plan on the possibility rather than being surprised by it, particularly if your biometrics on file are old.
There is a more encouraging statement on the other side of this, and it also comes from NADRA. Its PakID page says you can renew or request a reprint of an existing CNIC or NICOP “without visiting a NADRA centre”, and its renewal guideline for the app, whose example screens are headed Smart ID Card Renewal, shows an application for your own card going from the Verify Applicant Facial step straight to the delivery address. Both statements are genuine, and NADRA does not publish what decides between them. The reading that fits both is the nature of the service: a renewal starts from a record NADRA already has, which is why it can sometimes finish on the phone, while a first registration has no such record. Treat the consulate visit as possible rather than ruled out. See our guide to the PakID app.
If the card is lost rather than expired
You do not need the physical card to renew, and losing it does not change the route. NADRA states that a NICOP lost abroad can be replaced by applying for reissuance at any NADRA Registration Centre abroad, at a Pakistani mission, or through the PakID app. The fee is the same as a renewal.
What you get back
A renewed card is issued as a Smart NICOP with a secure microchip, or as a NICOP carrying a QR code. NADRA no longer issues new Teslin based cards, so if your expiring card is the old Teslin type you will not get a like-for-like replacement. Adult cards run ten years. A card for a child under 14 runs ten years or until they turn 18, whichever comes first.
Mistakes that cost people trips
- Booking travel against NADRA’s day count. Nine days is processing. Two weeks is what the mission quotes for the same tier.
- Paying for Executive on a manual application. London states manual and Mobile Registration Team applications take six to eight weeks whatever you paid.
- Waiting until close to expiry. There is no minimum. You may renew at any time, and the rules require applying within one month after expiry.
- Renewing a passport first. An expired Pakistani passport is accepted for NICOP processing.
- Assuming an expired NICOP still gets you onto the plane. Since 15 July 2026 airlines have been told to refuse boarding to foreign-passport travellers with an expired NICOP unless they hold a Pakistani visa.
- Expecting no centre visit at all. NADRA says biometrics and photograph may require one.
- Gathering a full first-application document set. Renewal needs your NICOP number and one identity or travel document.
If this is a first application rather than a renewal, see our guide to applying for NICOP from overseas, which covers the fuller document set.
The renewal rule, requirements, PakID steps, card formats and validity are taken from NADRA’s NICOP renewal page, and fees and timelines from its official fee structure, both read on 27 August 2026, site version V3.1.2 last updated 07-07-2026, and rechecked on 16 October 2026 against version V3.1.3, updated 17-09-2026, with no change to any figure quoted here. Mission timelines and the manual application caveat come from the Pakistan High Commission in London, the Consulate General in Toronto and the Consulate General in Los Angeles, read the same day.
Frequently Asked Questions
Quick answers to common questions about this topic.
How long does NICOP renewal really take?
NADRA publishes 31 days for Normal, 23 for Urgent and 9 for Executive, but that counts processing only and starts after your biometrics are captured and your fee clears. The London, Toronto and Los Angeles missions all quote six weeks, four weeks and two weeks door to door. Plan against the mission figure. If travel is booked, allow two months for Normal, six weeks for Urgent and three weeks for Executive.
Is there a deadline to renew a NICOP after it expires?
Yes, and almost no guide mentions it. NADRA quotes Rule 12 of the NADRA (NIC) Rules 2002 on its own renewal page: a citizen shall apply at any time, but not later than one month after the date of expiry or early termination of the validity period.
Can I renew my NICOP early?
Yes. Rule 12 says a citizen may apply at any time, so there is no minimum waiting period and no penalty for renewing well before expiry. Advice to wait until you are close to the expiry date has no basis in NADRA’s rules.
What documents do I need to renew a NICOP?
Far fewer than for a first application. NADRA lists your NICOP number, plus a Pakistani or foreign passport, a residence permit or a travel document. Non-residents may instead supply Undertaking A attested by a Pakistan Embassy or Mission. You are not asked to reassemble birth certificates and family records, because NADRA already holds your record.
Can I renew if my Pakistani passport has expired?
Yes. NADRA states directly that a NICOP can still be processed where the applicant holds an expired passport. There is no need to renew the passport first, which is a common and expensive misunderstanding.
Is NICOP renewal cheaper than a new card?
No. NADRA prices a new NICOP, a renewal, a modification and a duplicate identically: USD 39 on Normal in Zone A and USD 20 in Zone B. There is no discounted renewal rate. Your mission will bill more because overseas delivery is charged on top.
Can I renew entirely online without visiting a consulate?
Not necessarily. NADRA’s own PakID steps include visiting a NADRA Registration Centre if required, and it states that biometric verification and photograph may require such a visit. Guides claiming the process is entirely online overstate it. Plan for the possibility, especially if your biometrics on file are old.
Can I travel to Pakistan on an expired NICOP?
Not on a foreign passport, unless you also hold a valid Pakistani visa. Since 15 July 2026 airlines have been told to verify NICOP validity before boarding and to refuse passengers whose NICOP is expired, invalid or cancelled. The government spokesperson named a valid Pakistani passport as the other accepted document. If a trip is close and the card has lapsed, treat the renewal as urgent.
