How to Change the Date of Birth on Your CNIC (2026 Guide)

You can change the date of birth on a CNIC, and NADRA publishes both the rules and the fee. The fee runs from PKR 1,000 to PKR 5,000 depending on how far the date moves, and PKR 10,000 for a second change. What you need depends on three things: how many years the date moves, whether NADRA already holds a birth certificate for you, and whether it is your first change.

Many pages say a court order is mandatory. It is not among the requirements NADRA’s Registration Policy sets for a date of birth change. But NADRA was reported in February 2026 to have issued instructions that, for computerised birth certificates issued in Punjab, it will process a change only with a court order and the verified certificate. The order comes from the province’s birth registration rules, and the case is described below.

What NADRA requires, by size of change

NADRA’s Registration Policy (RP-6.0.2, issued 18 September 2026) sets the requirements for a date of birth change under Rule 13(1) of the NIC Rules, 2002. It splits them at five years:

The documents the policy accepts as proof of the correct date are:

  • A verified computerised birth certificate from the Union Council, Municipal Committee or Cantonment.
  • A matriculation or equivalent certificate, or a 9th or 10th class mark sheet.
  • A valid passport, Pakistani or foreign.
  • A verified government or semi-government service record with an NOC.
  • Any other government document showing the date of birth, such as a verified MNIC, a registered marriage certificate, a verified government school leaving certificate or a verified domicile.

Applicants abroad can also use a foreign detailed birth certificate or Form S-1, a residence or work permit, a driving licence or a civil card, and they provide the passport or residence permit the policy asks of every non-resident applicant.

When the birth certificate has to be corrected first

This is the rule that decides most cases, and it is the source of the court orders. The policy’s first remark on date of birth reads: “If Birth certificate exists in NADRA or CRMS data then change in D.O.B shall only be carried out after the correction in computerized Birth certificate (verified) of UC / Municipal Committee / Cantonment.”

So if your birth was registered on the computerised system and the Union Council entry carries the wrong date, NADRA will not move your CNIC until that entry is corrected. In Punjab, the 2025 birth registration rules let the office correct only a clerical error; anything more needs a court decree first. Our birth certificate guide sets out the fee and the steps. That is where “you need a court order” comes from. If NADRA and the computerised system hold no birth record for you, the route runs through the documents in the table instead.

NADRA addressed the Punjab case directly in February 2026. As ProPakistani reported on 23 February, NADRA’s instructions say that under the Punjab rules a date of birth on a birth certificate changes only on an order from a competent court for the relevant Union Council, Cantonment Board or Municipal Corporation, and that NADRA will process a change of date of birth on a CNIC, NICOP, CRC or Juvenile Card only when the applicant submits a formal court order with a verified computerised birth registration certificate. They apply to computerised certificates issued in Punjab. We could not find the notice on NADRA’s own website, and the report paraphrases it, so if your certificate already shows the right date and only your CNIC is wrong, ask the counter whether the order is still needed.

Important: NADRA’s own website FAQ is stricter than its policy. Asked what to do about an incorrect date of birth, it answers that a birth certificate from the Union Council, Cantonment Board or CDA “is a mandatory requirement”. The policy lists that certificate as one option among several for a change of up to five years. If you have a birth certificate, take it. If you do not, take the strongest alternative, such as a matric certificate, and expect the officer to refer to the FAQ.

Fee

NADRA’s fee structure (site version V3.1.3) has a separate table for age modification:

Two things the table does not tell you. It stops at “more than 3 years”, so a 6-year change costs the same as a 4-year one, although the policy adds approvals above five. And it does not say whether the ordinary CNIC modification fee is charged as well, so ask at the counter before you pay. Our CNIC fees guide lists the standard modification charges.

Special cases in the policy

  • You do not know the day and month. The policy says “01 July” is entered.
  • Only the day and month are missing or wrong. No document is required to add them. But if you are registered with a Union Council, a birth certificate with the desired day and month is required.
  • Your CNIC and NICOP disagree. No document is required to bring a CNIC, Smart CNIC or CRC into line with the date on the Smart NICOP, or the reverse. The Union Council caveat above still applies.
  • The new date is later than your first registration. You appear before the Zonal Verification Board with a birth certificate and a genuine reason, and the case is processed on its recommendation.
  • You hold a matric certificate and other documents that disagree with it. Unless one of them is a birth certificate, the policy gives “preference” to the matric certificate.
  • Older documents show the old date. You have to correct or cancel any earlier age proof that carries a different date, except a manual Pakistani passport or an MNIC.
  • An adult moving down to a child’s record. Changing an above-18 record to a CRC or Juvenile Card is allowed with a verified computerised birth certificate.
  • An observation on your birth certificate. The policy has NADRA seek clarification from the issuing authority, which for a birth certificate is the District LG Officer, through its Zonal Office.

A child’s B-Form

NADRA’s FAQ answers this one directly. If the date of birth on a CRC differs from the Union Council birth certificate, “the discrepancy must be resolved by correcting the primary document (Birth certificate) before NADRA update the CRC record.” The Union Council fixes the certificate, then NADRA follows. How to apply

NADRA’s CNIC page puts changes like this under “Update / Modify”, for anyone who intends to “update or modify any information including demographic data, photo, signature or other particulars”. At a centre the steps are:

  1. Take a token at any NADRA Registration Centre, selecting the field you want to modify.
  2. Have your photograph and fingerprints captured.
  3. Hand in the documents. The data is entered and reviewed.
  4. The officer in charge interviews you and approves the application. For a change of more than five years, the policy also requires the DG’s approval.
  5. Pay the fee and collect the card when the processing period ends.

NADRA lists Pak ID app steps under the same “Update / Modify” heading, but its policy row for a date of birth change says only “Application by applicant”, where the row for a name change says “Through Mobile App”. Why to get it right first time

Every rung above is a step up in cost or approval: the fee climbs with the size of the change, a second change costs ten times the smallest first-time fee, and a change of more than five years needs a DG’s approval, which is not decided at the counter. The cheapest date of birth is the correct one on the first Union Council entry, which is why our newborn registration guide stresses checking it before you leave the counter.

Common mistakes

  • Going to NADRA before checking the Union Council record. If a computerised birth entry exists with the wrong date, NADRA will not change the CNIC until it is corrected.
  • Believing a court order is always needed. NADRA’s policy does not ask for one in general. It arises when the birth certificate needs more than a clerical correction, and NADRA was reported in February 2026 to apply it to computerised Punjab certificates.
  • Leaving out the birth certificate. NADRA’s FAQ calls it mandatory, whatever the policy allows.
  • Planning a second change. It costs PKR 10,000 and needs a verified birth certificate and regional approval.
  • Forgetting the other documents. Earlier age proofs showing the old date have to be corrected or cancelled.
  • Not asking about the ordinary modification fee. NADRA’s table does not say whether it is added.
  • Applying for a large jump without preparing. More than five years, and especially ten or more, goes to a DG for approval on the strength of your documents and justification.
