NADRA does not issue domicile certificates, and its website lists no domicile service, fee or form. A domicile comes from a provincial or Islamabad administration, and the checks differ by region. Punjab, Khyber Pakhtunkhwa and Islamabad each publish an online check. In Sindh a contractor’s page serves some districts. Balochistan announced an e-domicile system with NADRA in July 2026, which reports said was not yet fully operational. NADRA’s own part is small: its Registration Policy accepts a verified domicile as supporting evidence for some applications.
This guide sets out who issues a domicile in each region and the official check where one exists, where NADRA asks for a domicile, and what we could not confirm. We did not run a lookup on any of the tools, because each asks for a real identity number.
Who issues a domicile, and how to check one

The three online checks, step by step
Islamabad
- Download the City Islamabad app. ICT’s page links its Google Play and App Store listings.
- Open the app and register an account.
- Go to the Domicile tab and choose Verification.
- Enter your CNIC number and press Verify.
ICT’s page does not say what the result screen shows.
Punjab
- Open domicile.punjab.gov.pk.
- Type your CNIC number into the box that reads Please enter CNIC No.
- Submit it.
The label above the box gives 15 January 2015 as a start date, and the page does not explain what the check covers before that.
Khyber Pakhtunkhwa
- Open cfc.kp.gov.pk.
- In the menu, choose Misc., then Domicile Online Verification.
- Enter the CNIC, Form-B or domicile number and press Verify.
Where NADRA asks for a domicile
NADRA’s website offers no domicile service. We searched its identity document pages, fee structure, downloads, ecosystem, digital identity, About PakID and media centre pages, and the scripts that carry its FAQs, on 3 October 2026. The only mention on those pages is a count: the page for its Khyber Pakhtunkhwa Citizen Centre project lists e-Domicile among its statistics, at 1,525. A domicile does appear in the Registration Policy RP-6.0.2, issued on 18 September 2026, as a document NADRA accepts. We searched the policy, not every PDF on the Downloads page.

The policy does not say how a domicile is verified, so ask at the counter which proof it will take before you travel.
Important: NADRA’s website offers no domicile check, and the Pak ID app’s App Store release notes, up to version 5.8.1 on 1 October 2026, do not mention one, so the checks that exist are the issuing governments’ own. None of the three online tools says it covers a certificate issued in another region, and Punjab’s label gives a start date, so a result of no record is not proof that a certificate is fake.
Domicile, PRC and local certificate
Three names turn up on forms. According to a Sindh High Court order of 1 December 2021, a domicile certificate is issued under section 17 of the Pakistan Citizenship Act, 1951 and the Pakistan Citizenship Rules, 1952, and ICT’s page lists the same Act. A PRC is a separate Sindh certificate under the Sindh Permanent Residence Certificate Rules, 1971, and the order says a domicile is at best evidence for a PRC and not a precondition for one. Balochistan’s new system covers an e-local certificate alongside the e-domicile, and NADRA’s policy lists local certificate, domicile and PRC together as address proof. If a form asks for one of them, ask which.
What we could not confirm
- What the result screens show. Each tool asks for a real identity number, so we did not run a lookup.
- A provincial check in Sindh. We did not read the domicile steps in the Sindh e-Services app. DomiSys’s own site says it is linked with six districts and lists the deputy commissioner offices of Hyderabad, Tando Allahyar, Badin, Dadu and Jacobabad among them.
- Whether Balochistan’s system is operating, and what check it will offer.
- Gilgit-Baltistan and Azad Kashmir, which we did not check.
- Fees and documents. Islamabad’s Rs 200 and 7 days come from ICT’s page. This guide is about checking a certificate, so it does not cover fees or documents elsewhere.
Common mistakes
- Asking NADRA to verify a domicile. Its website lists no such service, so use the issuing government’s check.
- Running a certificate through another region’s tool. Each of the three official tools belongs to one government, and none of their pages says it covers certificates issued elsewhere.
- Reading no record as proof of a fake. Punjab’s label gives a start date, and DomiSys serves only some districts.
- Treating a PRC as a domicile. They are issued under different rules, so ask which one the form wants.
- Expecting to hold a domicile from two places. ICT’s page says the law allows one city only, and Khyber Pakhtunkhwa’s checklist asks for an NOC from anyone surrendering a domicile of another city or province.
- Waiting for Balochistan’s e-domicile in the Pak ID app. We found no sign of it in the app’s release notes on 3 October 2026.

Does NADRA issue or verify domicile certificates?
NADRA does not issue them, and its website lists no domicile service, fee or form. Beyond a count labelled e-Domicile in the statistics for its Khyber Pakhtunkhwa Citizen Centre project, its web pages do not mention one. Its Registration Policy accepts a verified domicile as supporting evidence for some applications but does not say how the verification is done. In Balochistan NADRA is a partner in a new e-domicile system, which reports say will take applications at NADRA centres once it is fully operational.
How can I verify a domicile certificate online?
It depends on the region. Punjab’s Domicile Management System site, domicile.punjab.gov.pk, has a box that asks for a CNIC number. Khyber Pakhtunkhwa’s portal, cfc.kp.gov.pk, has a Domicile Online Verification page. Islamabad uses the City Islamabad app. In Sindh a private contractor’s page covers some districts, and for Balochistan we found no check.
How do I verify a domicile in Islamabad?
ICT Administration gives four steps. Download the City Islamabad app, open it and register an account, go to the Domicile tab and choose Verification, then enter your CNIC number and press Verify. ICT’s page does not say what the result shows.
How do I check a Punjab domicile?

Does NADRA accept a domicile as proof for a CNIC change?
For some.
