How to Change Your Address on CNIC in Pakistan (2026 Guide)

Your CNIC carries two addresses, a present one and a permanent one, and NADRA asks for different things depending on which you are changing. Almost every guide treats “address” as a single item, which is why people arrive with a document that proves the wrong one. There is also a rule worth knowing before you go looking for paperwork at all: if your new address is outside Pakistan, NADRA requires no address document.

Two addresses, two different rules

The present address, which NADRA also calls the temporary address, is where you currently live. The permanent address is your settled or family address, and it is the one tied to your domicile and your family record. They are frequently different, and changing one does not change the other.

Work out which one is actually wrong before you go. If you have moved for work and expect to move again, that is your present address. If you have relocated permanently, or your domicile has changed, that is the permanent one. Applying against the wrong field means being turned away or, worse, changing a record you did not intend to.

Changing your present address

NADRA’s Registration Policy lists an application from you, plus any one of the following. These are alternatives, not a checklist, and this is the single most common misunderstanding about this process.

  • Your own permanent address, or the temporary or permanent address of a blood relative.
  • A computerised utility bill for electricity, gas or water, in your name or that of a parent or spouse, showing the address.
  • Any residential property document belonging to you, a parent or a spouse.
  • A verified Local certificate, Domicile, or PRC.
  • A notarised affidavit or rent deed from or with the house owner.
  • A Society or Government allotment letter.

One of those is enough. You do not need a utility bill if you have a rent deed, and you do not need a property document if a blood relative already has the same address on their card.

Changing your permanent address

The permanent address list looks similar at a glance, but it is stricter in three specific ways that are easy to miss.

The three-year condition on allotment letters is the one that catches people out most often, because a recent allotment feels like the strongest possible proof and is the one document NADRA will not accept for a permanent address change.

If your new address is abroad, you need no address document

NADRA’s policy attaches a single remark to the whole address section, and for overseas Pakistanis it is the most useful sentence in the document: “No document is required for foreign addresses.”

So if you have moved to Dubai, Manchester or Toronto and want your CNIC to show it, you are not expected to produce a foreign tenancy agreement, a foreign utility bill, or a translated property deed. None of that is on NADRA’s list.

One thing does still apply. Non-resident citizens have an extra identity requirement running through the whole address section, separate from proving the address itself: a Pakistani or foreign passport, a residence permit, a work permit, a travel document, or an undertaking duly attested by a Pakistan Embassy or Mission. That is about establishing who you are and where you are living, not about proving the street you live on.

If NADRA mistyped it, the fix is free

Before you pay for a modification, check whether the error is yours or NADRA’s. If the address on the card does not match the address on the application you submitted, the policy treats it as an office fault, and the terms are much better:

  • No documents and no attestation are required, only your application and your CNIC.
  • It can be processed in the Executive category free of cost.
  • You can raise it at any time after receiving the card, for the specific fields that are wrong.

It costs nothing to ask. Compare your card against your submitted form first, and if they disagree, say “office fault” at the counter rather than paying for a modification.

Fees and processing times in 2026

An address change is a modification on NADRA’s fee schedule. There is no separate address rate, and changing both addresses in one application does not cost double.

The non-smart line is cheaper and quicker at every tier, but with one limit: NADRA’s policy states that “reversion from SMART card to Teslin is not allowed”, so that row is only available to you if you are not already holding a Smart card. You cannot bundle it into a renewal

A tempting shortcut that does not work. If your card is due for renewal anyway, you might expect to fix the address at the same time. NADRA’s policy is explicit that on a renewal or a duplicate, “any change in data is not allowed”. Those services re-issue your record exactly as it stands. An address change is a modification, and it is a separate application.

The practical order is to do the modification first, then renew if the card is close to expiry, and track each application online as it moves.

Common mistakes

  • Treating your CNIC as having one address. It has two, with different requirement lists, and changing one leaves the other as it was.
  • Bringing every document on the list. They are alternatives. One is enough.
  • Using a recent allotment letter for a permanent address. It must have been allotted at least three years earlier.
  • Chasing foreign paperwork. No document is required for a foreign address.
  • Paying to fix NADRA’s own typo. Ask for it as an office fault, which is free and Executive speed.
  • Trying to change the address during a renewal. No data change is allowed on a renewal or duplicate.
  • Relying on a married sister’s card as the blood-relative proof for a permanent address. She is excluded.
