CNIC for Persons with Disabilities: Free First Card, Disability Logo and Lifetime Expiry (2026 Guide)

NADRA

Last Updated: October 2026

NADRA issues ID documents free of cost the first time to persons with disabilities, prints the universal disability logo on the CNIC, NICOP and CRC, gives the CNIC a lifetime expiry, and processes it in the Executive category. To get the logo you need a disability certificate, and NADRA does not issue that certificate: its Registration Policy accepts one from the Council on the Rights of Persons with Disabilities (CRPD), a Provincial Council for Rehabilitation of Disabled Persons (PCRDP), the Social Welfare Department in Azad Jammu and Kashmir or Gilgit-Baltistan, or a foreign institute.

This guide uses NADRA’s Inclusive Registration page, its Registration Policy RP-6.0.2, its FAQ, its Mobile Registration Services page, and the Punjab Social Welfare Department’s and CRPD Punjab’s pages on disability certificates, all read on 16 October 2026.

What NADRA gives persons with disabilities

NADRA’s Inclusive Registration page lists these facilities for persons with disabilities (PWDs):

FacilityWhat NADRA says
FeeID documents are issued free of cost for the first time.
Disability logoThe universal logo of disability is printed on the CNIC, NICOP and CRC.
ExpiryCNICs are issued with a “life time” expiry.
PriorityCNICs are issued in the Executive category, which NADRA describes as priority handling of the application.
At the centrePreferential treatment without a queue at all NADRA centres, a special counter at each centre, and a wheelchair and a ramp at each centre.
At homeProcessing of bed-ridden persons with disabilities is carried out at their doorsteps.
Helpline1777 from a mobile, or 051-111786100 from a landline or from abroad.

The same page says NADRA runs one-window operations for persons with disabilities with the authorities at federal and provincial level, naming CRPD, PCRDP, DEPD and the Social Welfare Departments. NADRA’s fee structure page has no separate line for persons with disabilities, so the free first issue rests on the Inclusive Registration page. Our CNIC fees guide has the ordinary fees for later cards.

The disability certificate comes first

Registration Policy RP-6.0.2 sets the rule in its remarks on CNIC requirements: for the disability logo, a certificate issued by CRPD, a PCRDP, the Social Welfare Department of AJK or GB, or a foreign institute will be required. The same remark adds that the disability certificate is mandatory for an illiterate applicant with a hearing or intellectual impairment, where an interview is not possible.

NADRA’s FAQ answers a related question. Asked whether a CNIC can be issued to a person with a mental disability who cannot provide biometrics or signatures, it says yes, and that a disability certificate from one of the same bodies, or a foreign institute, will be required.

Important: bring the disability certificate with you. NADRA’s policy requires it for the disability logo, and NADRA does not issue it, so a search for a “NADRA disability certificate” will not lead you to a NADRA service. Get the certificate from your council or social welfare department first.

Getting the certificate in Punjab

Punjab’s Social Welfare Department says its Council on the Rights of Persons with Disabilities is constituted under section 19 of the Punjab Empowerment of Persons with Disabilities Act 2022, which repealed the Disabled Persons (Employment and Rehabilitation) Ordinance 1981. Under section 27, district and tehsil assessment boards assess the nature and extent of a disability and issue the certificate.

  • Where the boards sit. In every District Headquarter and Tehsil Headquarter hospital in Punjab. They meet fortnightly.
  • How to apply. Any person with a disability residing in Punjab can apply for assessment and a certificate on the Disable Person’s Management Information System (DPMIS).
  • If you have difficulty. Visit the Medical Social Officer at the DHQ or THQ hospital in your district, or contact the Deputy Director Social Welfare and Bait-ul-Maal of your district.
  • What the board decides. CRPD Punjab says the boards assess physical, sensory, intellectual and psychosocial disabilities, set the degree of disability, evaluate functional ability and work capacity, and issue the certificate.
  • Helpline. CRPD Punjab lists 042-99201668.

For the other provinces and regions we did not read the certifying body’s own procedure. NADRA’s policy names the federal CRPD, the provincial PCRDPs and the Social Welfare Departments of AJK and GB, so start with the one that covers where you live.

If the person cannot come to a centre

NADRA’s Special Assistance Service, also called the NADRA Biker Service, comes to the applicant’s door at no additional cost. NADRA lists persons with disabilities facing mobility challenges among the groups it serves, with bedridden and hospitalised people and elderly citizens unable to travel. It covers CNIC and NICOP (fresh, renewal, reprint and modification), CRC and Juvenile Card, the Family Registration Certificate, cancellation of registration documents and biometric updates. You request it by calling 1777 from a mobile or 051-111-786-100, or with a written application at any NADRA Zonal or Regional Office. Our senior citizens guide covers the same service for older relatives.

If fingerprints will not register, our guide to NADRA biometric verification explains what the policy allows instead.

What we could not confirm

  • Which card the free first issue covers. NADRA says ID documents are free the first time and CNICs are issued in the Executive category, but does not say whether that applies to a Smart CNIC.
  • Adding the logo to an existing card. NADRA does not say whether a cardholder who later gets a disability certificate pays to add the logo.
  • Whether the PakID app can add the logo. We found no app guideline that mentions it.
  • Certificate procedures outside Punjab. We did not read them.

Common mistakes

  • Asking NADRA for the disability certificate. It comes from CRPD, a PCRDP or a social welfare department.
  • Going to the centre without the certificate. The policy requires it for the logo.
  • Paying an agent for a “NADRA disability certificate”. NADRA does not issue one.
  • Carrying a bedridden relative to a centre. Ask for the Special Assistance Service on 1777 instead.
  • Waiting in the general queue. NADRA says persons with disabilities are served without a queue at a special counter.
