e-Sahulat is NADRA’s franchise network of small shops that collect bill and fee payments, and since January 2026 a selected group of them also offer NADRA identity services. NADRA announced on 1 January 2026 that CNIC renewal and reprint of a lost CNIC would be provided at e-Sahulat franchises at NADRA’s prescribed fees, with an additional PKR 100 service charge payable to e-Sahulat. The franchises can also verify fingerprints, take your NADRA application fee, and, per NADRA’s August 2026 announcement, issue a free Proof of Life Certificate to pensioners.
This guide lists what the network does, what it costs, how to find a franchise, what it will not do, and how someone becomes a franchisee, using NADRA’s and e-Sahulat’s own pages. The identity services are newer than the network itself, so each is dated.
What e-Sahulat is
e-Sahulat’s own website describes it as a low-cost e-services collection and disbursement platform, launched by NADRA first through self-service kiosks and now run through franchisees, which it says number more than 17,000 and process an average of 12.5 million transactions a month. Its listed services include bill payment, domestic money transfer, citizen verification, pension disbursement, Pak-ID CNIC fee collection and scratch-card e-pins. The head office is at Mauve Area, Plot 30, G-10/4, Islamabad, open Monday to Friday, 9am to 5pm. The site’s copyright lines read 2016 and 2025, so treat its numbers as undated.

Important: not every e-Sahulat outlet offers NADRA identity services. NADRA’s own wording is “Selected NADRA services via partners”, and the January pilot began at 18 franchises. NADRA’s announcement names PKR 100 as the additional charge. Check the outlet is on NADRA’s list, and ask what each amount on the receipt is for before you pay.
A public biometric check. The e-Sahulat portal’s Verify Bioverisys page says NADRA makes a biometric verification service available to the general public at selected e-Sahulat franchises, matching a fingerprint one to one in real time, and that a verification done this way can be validated online with its transaction ID and the citizen number. The page is undated, gives no fee and does not say which franchises offer it, so ask the franchise before you go. It is a different service from Verisys, which institutions use to check CNIC details.
How the identity services rolled out

The counts differ because they measure different things: e-Sahulat’s own network of 17,000 or more outlets, the franchises authorised for identity services, and the franchises enabled for the pensioner certificate. Only the second and third count franchises offering NADRA’s own services, and both are far above the pilot’s 18.
What it will not do
- Change your details. NADRA’s spokesperson said personal data amendments are not processed at these outlets. For a new name or address, use a NADRA centre or the app. Our name change and address change guides cover them.

- Every kind of payment. NADRA’s payment guidance limits the franchise route to certain applications, as the next section shows.
Paying a NADRA fee at e-Sahulat
NADRA’s Pak ID payment guidance gives the steps: reach the payment stage in the app, visit any e-Sahulat franchise, give the agent your application tracking ID and pay the fee, then log in to the app again and continue. NADRA’s two statements on which applications qualify differ. Its modes-of-payment page says the franchise, Easypaisa and JazzCash are for Smart NIC and FRC applications only, and its FAQ says the fee for a CRC, CNIC, FRC or cancellation application, but not a POC, can be paid through e-Sahulat, and that POC and NICOP fees can be paid by debit or credit card. Becoming an e-Sahulat franchisee
e-Sahulat’s franchise scheme and FAQ set out the terms. Applicants must be a man or woman with a valid CNIC, matric education with computer literacy, business aptitude and a running business, and preferably be small entrepreneurs with no default or police history. A person with an F-Mark or an invalid or expired CNIC, a bank defaulter, or anyone with police history cannot apply. The prerequisites include a shop or place of business that meets NADRA Technologies Limited’s standards for layout and appearance.
- Licence fee: the FAQ says there is currently none. The franchise runs on a prepaid model, so you must fund an operating balance, which is recharged through designated banks, and you earn a commission on each transaction.
- How to apply: use “Apply Online” under Franchise on e-Sahulat’s site, download the form, or ask a regional office. The stages are a site survey, verification and enrolment.
- Limits: one licence per person, and people already in business get preference.
These pages are dated: the scheme page mentions advertising phases in 2008 and 2009 and its FAQ lists Windows XP as software. A franchise licence does not by itself authorise identity services, which NADRA extended to selected franchises. Call the helpdesk to confirm the current process, and treat a demand for a “licence fee” from an agent as something to check with e-Sahulat first.
Common mistakes
- Assuming every e-Sahulat shop renews CNICs. NADRA says selected franchises offer selected services.
- Paying more than NADRA’s fee plus PKR 100 without asking why. That is the additional charge in NADRA’s announcement. Ask for a receipt.
- Bringing a change of name or address. Data amendments are not processed at these outlets.
- Using a POC application with the franchise payment route. NADRA’s FAQ excludes POC.
- Confusing e-Sahulat with a NADRA centre. A franchise is a private shop operating under NADRA’s scheme, while NADRA centres are NADRA’s own.
- Paying an agent to “register” you as a franchisee. e-Sahulat’s FAQ says there is currently no licence fee.
- Expecting to skip biometrics. NADRA says photographs and fingerprints are verified against its database at the outlet.
